We have published the results of the Survey on Needs for Animal Experiments in the Tonomachi and Haneda Areas.

We have surveyed the needs for animal experiments at each company/institution located in the Tonomachi area of Kawasaki City, Kanagawa Prefecture, and the Haneda area of Ota Ward, Tokyo, from March to April 2025. The purpose of this survey is to clarify the necessity of the environment for animal rearing. The survey participants permitted the publication of the results.

The Kanagawa Institute of Industrial Science and Technology (KISTEC), and the Central Institute for Experimental Medicine and Life Science (CIEM) used a part of the results as evaluation materials when they applied for Japan’s Ministry of Health, Labour and Welfare’s Drug Discovery Cluster Campus Development Initiative, which was successfully adopted on Thursday, June 26, 2025. → Click here for more information.

We would like to express our gratitude to all the companies and institutions that cooperated with this survey.。

If you have any questions (including citing the results) about this survey, please contact us.

【Executive Summary】

Survey respondent:company/institution located in Tonomachi and Haneda areas

Valid response:36 institutions (Refer to the figure for more details.)

Period:27 March ~ 25 April, 2025

【Survey Results】

Whether have in-house animal experiment facilities ( animal rearing facilities for experiment and research)

9 institutions (25%) responded that they have in-house animal experiment facilities (animal rearing facilities for experiment and research), while 27 institutions (75%) responded that they do not.

Meanwhile, 7 institutions (19.4%) conducted animal experiments in-house, 9 institutions (25%) outsource animal experiments, and 20 institutions (55.6%) responded that they don’t need animal experiments.

In another question, we investigated the reasons given by institutions that do not conduct animal experiments. The results showed that 4 institutions do not do animal experiments because they do not have animal experiment facilities or animal rearing facilities for experiment and research, and 16 institutions do not need to do so.

【SUMMARY】

✓7 institutions (19.4%) have in-house animal experiment facilities or animal rearing facilities for experiment and research, and also conduct animal experiments.

✓2 institutions (5.6%) have in-house animal experiment facilities or animal rearing facilities for experiment and research, but do not conduct animal experiments.

✓9 institutions (25%) don’t have in-house animal experiment facilities or animal rearing facilities for experiment and research, but conduct animal experiments (outsourcing).

✓18 institutions (50%) don’t have in-house animal experiment facilities or animal rearing facilities for experiment and research and also do not conduct animal experiments.

✓There are two reasons why companies and institutions do not conduct animal experiments: they do not have in-house animal experiment facilities or animal rearing facilities for experiment and research (4 institutions), they do not need to conduct animal experiments (16 institutions).

Where do you conduct animal experiments?

Only companies and institutions that responded:  Where do you conduct animal experiments?

Half of the companies and institutions in the Tonomachi/Haneda area were found to conduct animal experiments in the same area. However, half have conducted animal experiments in other areas. (This survey was unable to confirm the reason for it.)

Comparison of results between institutions that conduct animal experiments and institutions that do not

We divided the respondents into “Institutions conduct animal experiments (right column)” and “Institutions DO NOT conduct animal experiments (left column)” and asked the same questions below.

① Would you use animal experiment facilities if they were built in Tonomachi and Haneda?

② Whether have Institutional Animal Care and Use Committee in-house or not?

③ Whether have laboratory animal technicians within your institution or not?

【Institutions conduct animal experiments (right column)】

Of the 16 institutions that conduct animal experiments, 10 (62.5%) responded that they wouldn’t use an animal experiment facility if they were built in Tonomachi and Haneda, while 6 (37.5%) said they would.

9 institutions (56.3%) have an institutional animal care and use committee in-house, while 7 (43.7%) do not. Some companies/institutions conduct animal experiments without an institutional animal care and use committee in-house, but we received feedback that they didn’t because their outsourced companies have an institutional animal care and use committee.

Furthermore, when asked whether they have laboratory animal technicians within their own institutions, 15 (93.7%) responded that they do, while only 1 (6.3%) said they do not. However, 7 of the 15 institutions (46.7%) responded that they do not have enough technicians.

【Institutions DO NOT conduct animal experiments (left column)】

Of the 20 institutions that do not conduct animal experiments, 17 (85%) responded that they wouldn’t use animal experiment facilities if they were built in Tonomachi and Haneda, while 3 (15%) said they would. 3 institutions (15%) have an institutional animal care and use committee in-house, while 17 (85%) do not. This shows the same result as the question: whether do you conduct animal experiments? Furthermore, when asked whether they have laboratory animal technicians within their own institutions, 15 (75%) responded that they do not, while 5 (25%) said they do. However, 4 of the 5 institutions (80%) responded that they do not have enough technicians. It can be considered that they conducted animal experiments before this survey or will conduct animal experiments in the future.

【SUMMARY】

There is a certain need for laboratory animal technicians, regardless of whether they have conducted animal experiments or not. We expect that a wider survey would reveal even greater needs because this survey only targeted companies and institutions in the Tonomachi and Haneda areas. Support for intangibles, including human resources for animal experiments, will be required henceforth.

Details for animal experiments

We also asked purposes, species, number of animals used, and the duration of animal experiments.

Most institutions responded that they conduct animal experiments for efficacy and safety testing. Animal experimentation is considered necessary to ensure product safety (including regenerative medicinal products) at the time of shipment.

The table above summarizes responses regarding the species and number of animals used, as well as the duration of animal experiments.

✓Some institutions use large numbers of experimental animals for a short period, while others conduct experiments throughout the year, forcing some institutions to outsource.

✓A lack of animal experiment facilities makes some institutions unable to expand their business or establish novel treatments.
